iPhone 5C unlocking?

I bought a Verizon iPhone 5C from a co-worker, and I'd like to get it unlocked so I can switch it over to my service (Not Verizon), and I was wondering how to go about unlocking it. I read somewhere on here that the iPhone 5 is always unlocked, period, however I'm not sure if that's true. If it is can I just go to my service place and have them put my service on it or do I still need to go to the Verizon store and have them deactivate any service they may have. Also, if applicable, how much will it cost to unlock and/or deactivate services?

I don't know if there's any service on it or not but it does still have the Verizon name up top near the signal strength and such.

(Also, this is in iPhone 5 discussion as I was unsure if there was a 5C discussion, but they're pretty similar so I hope it's fine here)

The 5C is fully unlocked, just put the new SIM in the phone.
