iPhone 5s Personal Hotspot - No Gateway Address

I get a Gateway Address not found when trying to access my iPhone 5s Personal Hotspot from my Win8 laptop.  Laptop works great with other WiFi networks and have already confirmed that the hotspot is part of my active plan.  Have reset the iPhone...no cigar.  Any suggestions?

Can any other devices use your Hotspot or is it just the laptop?

No.  I see the the bar at the top of the iPhone screen and the laptop shows the connection with "Internet Access" but cannot access the net.  When I go through troubleshooting in W8 it shows that "No gateway found"
