Did you reboot it?
Hold down the power/wake button on the side until you get the off switch. Turn off, wait a minute, To turn back on press and hold the same power/wake button until Apple logo comes up.

Please explain how my sons phone has used almost 2 gb in 10 days? He has been at home and using our router what all of the other phones use as well

Every wifi router has dead or weak zones. Phones will switch to cellular automatically in these situations without the user aware unless he or she is always watching the status area. Watching video the 2 GB could be used up in less than an hour.
