If you have the feature on your plan (not all plans have the feature and it costs extra to add -- however More Everything or My Verizon plans do include it for no additional cost), then should be able to go to settings. If personal hotspot is not on the default settings page, go to Cellular and see what the Personal Hotspot setting there says. It will say off and you can then click on it to turn it on, or it will have a message on how to add it to your account.
