why can't i call *228 on my iphone, message "not allowed"

My new iphone 5c does not let me call *228, the message (not allowed) shows. Also I noticed I can hear the other person clearly, but they can not hear me.

You don't dial *228 on 4G phones to update the PRL; that's handled by the SIM card.

You don't dial *228 on 4G phones to update the PRL; that's handled by the SIM card.
