wireless surcharges on iPhone

I just received my first bill and was billed $40 on a $90 plan for "wireless surcharges".  Is this a one-time charge?  Because if it isn't, it seems like a real rip-off, something a customer should be informed about when purchasing a phone and covers expenses that should be part of Verizon doing business.

Part of the "Wireless surcharges" is the one-time line activation fee ($35?) for your new line.  Another part of that is a Fed wireless fee.  Expand that section on you online bill to get the exact details.
