Apps won't update

I have 5 apps ready to update, but when I click update it says verification required sign in to view billing information. When I sign in, it says there was a problem with a previous purchase and to update my payment information - all of my information is correct, so I tried entering the info again to be safe and even tried a completely different card, but when I hit submit it tells me my payment method was declined and won't let me do anything else. The updates are free and I have not purchased or attempted to purchase anything, so I'm not sure what is declining or why this is happening.

Apple should have previously sent you an email detailing the prior purchase that there's an issue with, but they dont allow other app store updates to occur until that's resolved. If you submit a valid card with a balance to cover the amount of the previous purchase that would resolve it, but I'd make sure what it was and for how much first if I was you.
