Keeping data usage under control is definitely important so I completely understand your concern. You can use Family Base to set data usage limits on each of the lines. Visit http://vz.to/1N9ZE3R for more info. Make sure you select the option to stop all data once usage limit reached and power the phone off/on once you have added the usage limit. I think you're supposed to be able to use Family Base to do so (not sure if there are any limitations for the feature on iPhones). It's a monthly cost feature but I think you can get the first month for free...then you can make sure that it works the way you need it to.

If you want Verizon to do it for you, yes.
If you want to limit the data on your own, there is no cost.
No one wants to be the bad guy. I was able to limit the data on my children's phone(s) just fine during their teenage years. If they used too much, they lost phone priviledges. It's not that hard.
