I can't set up a personal hotspot on my phone, but when I swap sim cards with another phone on my plan I can set up a personal hotspot. Why is this?

I can't set up a personal hotspot on my phone, but when I swap sim cards with another phone on my plan I can set up a personal hotspot. We are on the more everything plan, and so is the phone that I switched sim cards with. When I use my sim card and try to attempt to set up a personal hotspot I get a message box that says "To enable Personal Hotspot on this account, contact Verizon at 611 or visit http://www.verizonwireless.com/b3c/index.html", but when go to the web sight the page is unavailable.
