I'm unable to forward my iPhone 6 (Verizon) phone to a Skype number. Any tips?

I have been unsuccessful in forwarding my iPhone 6 to my Skype number using Verizon forwarding instructions (*73 and *72).  Any tips?  Is it a Verizon or a Skype issue?

I cannot speak for Skype, but Verizon doesnt block me from forwarding to my Google Voice number.
