I have an iPhone 5 and purchased a 6 two days ago. I tried to activate the line by dialing *228 and 228, and it will not connect or allow me to activate my 6.

Do you have a SIM card in it? If it's a new phone from the store they would have put the SIM card in for you. If it was sent to your house and your old SIM card will fit, put that one in and it will activate.

I bought it at the Verizon store, along with another phone for a gift. I asked them not to activate the phone yet. When I try to dial *228 and 228, there's a rapid busy sound with no activation prompt.

They did put a SIM card in it though correct?
Try to activate it online. Log in to your Verizon account and go to:
My Verizon>My Device>Activate or switch device

*228 doesn't work on 4G devices only 3G. To @Miihere's point you must ensure you have a SIM inserted into the device. The SIM with the iPhone 5 would have worked or they would have given you a new SIM. Without an active SIM there is no way to use the phone other than on Wi-Fi.

If you still haven't activated you iPhone 6 here's what to do.
Power it off
From a different phone dial 1-877-807-4646 and follow the instructions.

*228 is going the way of the dodo. You should never use it on a modern LTE phone. Swap the SIM from the 5 to the 6 and you are done.
