I had to change my user ID awhile ago and for some reason it never updated automatically on my phone, and it won't allow me to manually change it.

Under settings>iCloud, there should be something, perhaps near the bottom, that says "delete account." It will remove the icloud account from your phone, but you can log back in from another device if you like, or again from this device. Is that option not there? Or greyed out perhaps?

Hi Nicholas, thank you so much for your reply. I did check and unfortunately the Delete Account is not an option. I'm given the option to sign out, but when I try it asks me for the old information (old user ID and password)

Was that ID from a previous owner?

It's the ID I set up when I initially created my iCloud account. My personal information was hacked so I ended up changing everything (i.e. phone #, email accounts, etc). I had no problem doing so on the website - I just don't understand why the phone doesn't automatically update or allow me to delete the account

Or do you just not remember the old password?
Worse comes to worst, you can always just throw the phone into recovery mode, which will wipe the phone, and then you can restore whatever you might have backed up. You do this by turning off the phone, holding down the home button, and plugging the phone into a computer running itunes while still holding down the home key until a screen appears for recovery mode. You will definitely want to make sure that "find my iphone" is turned off in the icloud menu before performing this though.

That's correct - I'm sorry I didn't make that clear. I don't remember the password. I tried the "forgot my password" option and it connected me to the correct ID. The one I have now
Hey I have everything backed up so the recovery mode doesn't sound like a bad idea 🙂 I can't thank you enough for your help! Keep your fingers crossed for me

How to Factory Reset an iPhone (Any Generation) | Digital Trends
Easy way. Use the link above. After the phone is wiped it needs to be set up as a new device. You then use the Apple ID and Password you changed. The device will be available for any and all music or photos and APPs that you previously set up.
You don't need to use iTunes unless you want to.
This way you don't have to worry about the old password from before you changed it.
It takes a few minutes.
Good Luck
