My phone has been down for the past 6 hours - no outbound calls, random inbound calls. Have tried every troubleshooting tip. What is going on? In Yorba Linda CA

iphone 6 plus is not receiving calls - going straight to voicemail.  Cannot make any outbound calls.  Have changed locations - tried troupbleshooting tips two times.  What is going on? Yorba Linda CA
