IOS 13+ has been out since mid. September, and I still have no software update available for my 6S Plus. I did however get the 12.4.2 update a few weeks ago, but nothing else since. Are the 6S Plus phones the last in line for the updates or did something change?

iOS 13 is not compatible with 6S Plus or earlier. The 12.4 you have takes its place. It will work with Apple watch.

everywhere I look says the 6S plus will be getting the IOS 13 updates, I even called Verizon directly and was told the same thing, when did this change?

If you get the iOS 12.4.2 update instead of the iOS 13 update, chances are you don't have the iPhone 6s Plus. You probably have the iPhone 6 Plus, which is not compatible. The way to determine whether your iPhone is an iPhone 6 Plus or an iPhone 6s Plus, you look for an "S" with a box around it on the back side under the word "iPhone".
