I've tried resetting the Network connections. It worked for a couple of hours but didn't fix the problem

Did you turn Siri on in settings?

turn switches on for "Siri" and "hey Siri "

IS restrictions set on? If Siri is blocked in restrictions it won't work.

Hi Coulter, go into the Settings to General > Accessibility and turn "OFF" Phone Noise Cancellation if it's in green it means it's ON.
No trees were harmed by this message. However, several trillion electrons were extremely inconvenienced.

It may be a coincidence but Siri also doesn't sync with iCal

OK let's check the volume level to see if it's not set to low. Open Hey Siri by pressing on the Home Button then use the volume control buttons on the side of the iPhone 6s.

When was the last time that Siri worked for you? What is your iOS version? Is there any physical/water damage to your phone?
