I assume this is a message you received from State Farm when signing up for text and/or email notifications? If so, State Farm does not have any idea what sort of cellular plan you have and/or whether or not text messages are included in your plan. They also don't know what sort of data plan you have. They are just letting you know that depending on your plan, you MAY incur charges. If you have unlimited texts included in your cellular plan, you won't incur any charges for texts received from State Farm. If you have unlimited data, you won't incur any charges for any emails/etc... received from State Farm. State Farm is just warning you in case you have the type of plan which charges you for the number of texts you send/receive or the amount of data you use.

With the drive safe plan with State Farm, you are also likely agreeing to let them monitor the speed you drive via your cell phone GPS data which then gets transmitted to State Farm. If you have unlimited data, this would not incur any charges for you, however if you are on a metered data plan, you could incur additional overage charges if you were to exceed your data allowance.
