Two iPhone 6 not allowing calls

I just upgraded from a flip phone to an iPhone and my daughter already has one. My wife can call my phone but when she calls my daughter or when my daughter and I call anyone, we get the all circuits are busy. Is there some reason it is doin this?

Congratulations on the new upgrades! New phones are very exciting and I want to make sure we get all your phones making calls again.  Are you and your daughter having issues making calls? Do you get any error messages? Are you able to use your data services? Keep us posted.
