When I try to connect my hotspot will not connect and blue bar at top of screen just goes up and down like a window shade

I know how much I rely on my Mobile Hotspot. Let's get yours up and running. How long has it been like this? Have you ever been able to use it? Did anything change on your device recently like software updates or news apps?
