Where is voicemail on iPhone stored?

Where is voicemail stored for Verizon wireless users who are using an iPhone.  If a caller gets to your voicemail and the system says that you voicemail is full, where is that coming from?  Is it because you've used up a storage area on your iPhone or you hit some Verizon wireless account limit on a Verizon server somewhere?

The Apple servers. Also the it has a limit on how many messages you can have on the server. https://www.verizonwireless.com/support/voice-mail-comparison/
