Why can't I text any non apple devices?

it started about an hour ago. I all of a sudden couldn't reply or text any non apple phone.

Looks like there is an outage. People have been complaining about it on Twitter.

Same.  Seems to be network wide, most likely a mess up with the approaching time change.
