ios 9.3 update on iphone 6s

Update will not allow me to choose a link when browsing on the internet or to choose an internet link from an email.  It locks up.  I cannot even scroll on the page.  I have tried everything on support page and it still does not work.

     bcamps, let me give you a few things to try to see if we can get this internet working.

  Press on the Home Button twice and start swiping upward to free up and clear memory from recently opened apps.

  Go to Settings > Safari - and Clear History and Data. Then scroll all the way to the bottom and tap on Advanced then Website Data and clear that out if it's not showing as 0 bytes.

  Tap on Safari from the Home screen and tap on the Bookmark icon in the lower right corner then tap on History at the top and clear that out.

Thanks but none of those things worked. There was no change. Any other suggestions?

    Brenda, it seems that it's some kind of software conflict going on. If it were me these are some of the things I would do. Go into Settings > Cellular and turn Safari OFF then ON. Then go to Settings > General > Accessibility - and turn OFF 3D Touch.

  If no luck with that I'd look into 3rd party Apps. The first one would be Facebook if you happen to use that ( Facebook is known to have issues with iPhones after awhile and can be reinstalled), another would be any keyboard type App that's been installed. I'd delete them both if you have them, in fact I'd delete every 3rd party App on the iPhone.

  If none of these work than the next thing I'd do is restore the iPhone to factory settings as it were new using iTunes. Before doing that I'd run a Diagnostics with iTunes on the iPhone. That may just indicate how the iPhone is interacting with the computer, but I'd run it just the same.
