To some extent they already have it.
If you have Verizon Messages installed on your device and you are connected to wifi yet do not have a cellular signal, anyone calling you will ring thru on that app.
If you are on wifi yet do not have a cellular signal, you can also make calls thru that app, however you have to use that app and not the stock dialer you use to normally make calls. Calls made in this manner will show up as coming from your cell #, however I believe you have to use the full 10 digit number(###-###-####)
Not sure when this will work together seamlessly.
