"Failure in validating the activation order" trying to add new line on old phone

I am trying to add a new line/reactivate my old iPhone 6S+ so my son can use it. I keep getting an error that says "failure in validating the activation order" after selecting a new phone number. Any idea what the issue might be? I bought the phone from Verizon but it hasn't had service on it in 2 years now. I'm wondering if it's because we're at home right now and we only get a 3G signal in our house?

Sorry about any trouble getting up and going, breninithica. We took a look, and the 6s devices should still be fine for activation. At this time, the 5s and older can not activate. Are you in an area where your phones come up as 3G Roaming, or it just shows regular 3G?  EricW_VZW
