Can you really not activate Wi-Fi calling when you don't have cell service and therefore need it most?

My wife took her iPhone 7 to a rural location where there is no cell coverage but there is Wi-Fi. So, she tried to use Wi-Fi calling on her Verizon phone as others around her were doing. But it wouldn't "activate" (even though it was enabled on our account already) because there was no cellular service! She is now without service when it is important that she remain in touch. Were Verizon's engineers really so daft as not to anticipate that one might want to turn on Wi-Fi calling where there was no cell service?
