My son and I both have the exact same iphone 7 on the same account, he had no problem setting up his hotspot, I however get the following
in Cellular->Settings there is only "Set Up Personal Hotspot", which brings up a dialog box with "To enable Personal Hotspot on this account, visit https://mobile.vzw.com/hybridClient/mvm/hotspot". It gives options for "Cancel" and "Go to Website". The latter option goes to a website that doesn't give any option to set up a personal hotspot.

CRISB508, being able to use the personal mobile hotspot feature on your device is a great option to have. Let's work together to get this issue resolved.

Were you attempting to access and enable the Personal Mobile Hotstpot feature for your device through your My Verizon Mobile app? If so, let's make sure you have the most updated version for the My Verizon Mobile app. Since you have an Apple device you can access the Apple app store to download the My Verizon Mobile updated version to your mobile device.
We also want to make sure that your mobile number is registered for its own My Verizon account access. If your mobile number is not registered, you can do so here at: http://vz.to/2nP92mK. Please let us know if this answers your question. RobertC_VZW

If it is showing this on your device and you are having issues with the link (which should direct you to enabling through the myvzw login) you can call customer service and ask them to add the mobile hot spot feature (or to remove the block that may be present currently). This is likely all that is needed for it to allow setup of the MHS to complete, like on your son's phone.

Hi - we have this issue as well - hitting the dialog box. Disappointed that after a couple of us looking for about an hour, there seems to be no online solution to this, despite how we are re-routed. We are trying this from a few different iphone 8s registered to our account. Will have to call customer service.
