Have you tried turning roaming off on the phone? Settings/Cellular/Cellular Data Options/ Roaming - voice and data off.
If that doesn’t work, consider getting another plan that includes Mexico roaming - any of the newer unlimited plans.

1. Turn data roaming off on your phone.
2. Remove travel pass from your line.
3. Make sure your phone has Verizon in the notification bar
4. Switch to a plan/carrier that includes free roaming in Mexico. (Most current AT&T plans do)
