I confirmed new phone on my Verizon. I was told it was successful. When I dial *228 from the new phone I get the message - "cannot make call"

You don't have dial *228 on a 4G LTE capable device to activate it. You might have actually delayed the activation because of it.
Reseat the SIM card on the new phone and see if that helps it connect to the Verizon Wireless network.

Dialing *228 was a function used years ago on the old analog system. I recall that on my old flip phones. As Ann154 said, that will do nothing and possibly cause a problem on 4G.

*228 will not activate any of the new 4G devices. That can even damage the SIM card. You can activate your device in My Verizon. If you have any trouble, message us on Twitter or Facebook.
