Can't picture message anyone outside of Verizon

I can't picture message anyone not on the Verizon service.

"Ricky" from verizon promised to call back while troubleshooting - needed me to turn off phone, remove sim card and turn it back on.  She never called me back - 12 hours ago!    So frustrated
