I'm getting download speeds of less than 1 megabite per second.  I only use a few gigs of my 15 allowed, so I should not be throttled in any way.  It's so slow iMiessage and apps. are not even working.  Basically it makes the phone useless.  I've already restarted numerous times.  Any fix or tips would be appreciated.

The average download speed is 5-12 Mbps, and In times of congestion, your data may be temporarily slower than other traffic. This maybe is what is going on with you. You live in a area with congestion.
