cellular data update failed

It says cellular data update failed & i cant make or receive calls or texts, did a hard rest, removed & replaced sim card.  Tried to reset network setting but screen just freezes.

I am sorry for the inconvenience as I know the importance of staying connected. If the Newtowrk Settings Reset is not responding the next step is a Reset of All Settings in the same menus. This will erase customized settings but no data or files from the phone.
