i tried to activate my new phone without having to call Verizon themselves and maybe I checked to see if you could do that maybe not but I got up to the point where you had to dial #832 and it said they couldn’t take the call does that mean it worked?

Yeeeett, we're here to help. #832 should state the call was successful. Can you power your phone off, then on, and try again?
