When setting up new phone if the pin is entered wrong to many times the phone will lock , and set up is halted. There was no suggestions as to unlock the phone ; other than contact provider and reset your pin. What I found that unlocked the phone was to turn off the both phones and let them set both being on charge for 10-15 minutes. Turn on both phones keeping them close together and restart the set up process. The problem some of are having is the confusion as to what the second pin that is being asked to enter. When starting new iPhone set up the pin used to open your phone needs to be entered twice. The provider password is not what there looking for!
