I am having the same problem, except they are trying to say that the promotion had ended. My order was placed with a sales agent which I was on the phone with. I, too, have received the emails saying that I had met all the ‘requirements’ and that the rebate would be applied, twice. The first time the rebate never showed up. The second I finally received an email stating the rebate had been accepted for both lines and 38 minutes later another email saying there was a problem. This has been going on for 3 months. I am very unhappy with Verizon and will be posting every possible place I can about this ‘bare and switch’. Did you ever get this resolved?

I also have the same issue. I switched to verizon with total 6 lines. Verizon office agent promised us that we will be getting $300 rebate to switching to verizon with BYOD and if  $250 for BOGO. So we brought two new phones with BOGO offer. 
Verizon employee submitted our rebate and later I came to know that they applied BOGO rebates for BYOD and BYOD rebates for line under BOGO and all were rejected.

then I informed Verizon that this is a mistake done by verizon employees while they submitted rebate for is and they claimed the fixed the issue. 

Later I received one rebate out of six and when I tried to ask about the remaining they first claimed I already received the rebates. That was another try to cheat us. When explained  they promised it will come. Later I received other 3 under BYOD. As the rebate for BOGO was not received, I contacted verizon and then I came to knew that they are again submitted for BYOD  rebate by verizon employees. I tried to correct them but they were refusing to correct it. 

After continues follow up they fixed the submission and now I received email refusing the submission by giving the reason “ Invalidated by Verizon Wireless Redemption“.
