Activating new iphone SE - not receiving calls or texts but internet is working

I just received my new iphone SE 2020.  The internet and my apps are working but I am not receiving any calls or texts.  They are still going to my old iphone.  I have changed the sim card and have tried resetting the network settings.  Neither helped.
