Asurion Replacement Phone Locked

I have received an asurion phone for Verizon and I am trying to move it to another carrier and the phone has a notification that says "not a Verizon sim card" and it will not connect to the other network. Verizon has verified that the phone has been unlocked on their end, but it doesn't change the status.
