Try restarting your device. My activation did not work the first time. I restarted my phone, got the message that it was waiting to activate. Two minutes later I was activated and my phone is been working just fine ever since. Good luck, I hope you get your new device activated really soon.
Did you verify your old phone has been turned off and the SIM card removed?

When mine didn't activate over the air it asked if I wanted to connect to iTunes to try to activate it which I did and it activated.
