I’m using iOS 11.2.5 and I ran 2 tests within a minute of each other. The first said 1.35 for download and .26 for upload and the 2nd said 1.07 for download and .27 for upload.

BRITWHIT22, thank you for clarifying. I definitely value your time. I understand you completed various troubleshooting, previously. With all things considered, the last step would be to complete a back up, if one has not already been completed, and then factory reset the phone. To confirm, has a backup been completed? If so, what did you use?
