Not able to link phone number

Hi! I transferred my service from my parents Verizon over to my own. I’ve gotten an email saying my billing documents are ready, but when I try to link my phone number to my Verizon account it says it’s not eligible to be linked. I haven’t been able to get ahold of anyone from Verizon CS either.
