Pairing Fios TV Voice Remote to AV Receiver - want to control volume, mute and channels, but not power

I just got a new Onkyo receiver (TX-NR6050) to replace my Onkyo TX-SR353.  The receiver is connected to an LG TV through eARC.  My Fios Remote turns on and off the TV and the input button also controls the TV input.  As for the receiver, the Fios remote controls volume, mute, channels and power.  Because there is a delay in the volume coming through when the receiver is turned off and then on, I'd prefer that it only control volume, channels, and mute on the receiver, but not power, and I would leave the receiver on all the time.  That's what it did with my SR353, but I have no recollection as to how I set it up that way.  I tried setup again for the new receiver, but it didn't let me choose the functions I wanted to control.  Any help would be appreciated - thanks.
