Who I have the same questioned this topic

I have a good signal -73dBM to Verizon in Williams, AZ about 30 miles LOS. I use a low gain directional antenna on modem to achieve connection. More than half the time I connect at -73dBM and then the the signal goes to -90dBm. these number are constant and vary very little. May I ask why? Also there was a major outage this weekend in Williams, AZ and Seligman, AZ. Kinda looked like the backhaul link was flooded. I had no daytime service at all Saturday and Sunday from sunrise to sunset. Any reason for that. I could not even connect using EVDOrevA. I have data logs available using Pantech UML290 modem and CradlePoint MBR95 router on static IP.
