Wrong... Look at the Nexus 6P, Nexus 5X, Moto X 2015, and iPhones. With Block C rules Microsoft could have made a CDMA capable device they can control all the want and Verizon has to give them to code to do it. They chose not to pay the licensing required for CDMA(This is paid to the FCC, and Qualcomm).
