Who I have the same questioned this topic

"To change this permission setting, you first have to turn off the screen overlay from Settings > Apps."

I have turned them all off and still get this message...any help would be greatly appreciated!  It doesn't tell you which one is causing the conflict, so I have gone through each and everyone til I have them all cut off and it still gives me the message.
