Why Isn't There A Notifcation Sound If Texts Are Open?

[Branched from an earlier discussion: No notifcation sound if text message is open, issue since going to Android 5.0 ]

Same issue with my Moto Z Force - this is a horrible feature that MUST be reversed. Message+ has been great other than this but I'm strongly considering ditching it if this isn't remedied.
