Cell phone will not connect to specific land line

my cell phone will not connect to specific home land line. the land line can call my cell phone.

cell call to land line results in prerecorded message "that number is not accepting calls"

I have reset several on off switches and even bought new phone - what ever is the problem transferred to my new phone - 

I have deleted all blocked calls on both phones and turned off block call on both phones andhave not solved issue

Actual contact with Verizon store (and tech chat) and Xfinity store (land line carrier) have NOT resulted in solution. 

My entire family can call this land line with their cell phone. I cannot! And phone carriers cannot solve problem,
