Iphone 12 - cannot send texts to Android Phones

I cannot send texts successfully to Android phones.

I can receive texts from Android phones.

I can send texts to Android Phones only if they are part of a group message with other iphone users.

Problem started around August 9th.   Texts sent to Android phones are "undelivered".

I have verified settings - imessage, Send as SMS, MMS messaging all enabled.  and yes I am connected to WiFi.

I'm having the same problem. Infuriating.

Tried turning on "send as SMS" , didn't work.
