Unable to add device to account due to imei not in db/incompatible device

I have an unlocked iPhone 13 Pro which I have been using for a year. I wanted to added to my account and was told the IMEI was not accessible by Verizon and had to be added. I was given a long reference number. I still get the device is incompatible error message. What needs to be done, so the device can be added to account. I have spent hours with chat support.
