Why am I not able to order a new phone?

I have tried for days to upgrade my phone to the new iPhone 14 pro. My preferred retailer is Best Buy as I work there. But, when I try to upgrade it tells me to see Verizon and it can’t be activated. If I try to purchase directly with Verizon I get an error: “This device is unavailable to employees at this time. Check back later.“
whats the deal??
i have spent a few hours chatting with sales reps telling me can order me a phone when I tell them an issue and the cant. They refer me to customer care who then repeats the same process.
why cant i order phones on my account????
