iphone 5 data usage even when blocked? help?

i have a question about the iphone 5, if i block my internet and use wifi instead, does that count towards data usage? even if the data is blocked and the cellular data is off on the iphone??

and also can i download APPS and send pic msgs through wifi? do i need to have the data on?

if i ordered the iphone 5 at the store, can i cancel my order before im given the line?

You can block data by haveing cellular off and use wifi. Like iMessage FaceTime downloading apps and things can be done through wifi.

If you order the iPhone 5 at a store can we cancel your order that you placed over the phone or online? A line of service that has an order will be in a pending status. Yes we can cancel the order.
