I have a new iPhone (4s?) running 5.1.1 in Baltimore MD. whenever it is on it says 3G. Isn't it a 4g phone in a 4g area?

The iPhone 4S is a 3G only smartphone.

The 4G in iPhone speak is 4th Generation.

I have the same thing in Garrett county Md and mine doesn't show the 3 or 4 either...not to worry I think

The iPhone 4S has the cellular radios to connect to the 3G CDMA EDVO Rev A network offered by Verizon Wireless. It doesn't have the cellular radios to connect to the 4G LTE network also provided by Verizon Wireless.
The iPhone 4S is a CDMA 3G only smartphone.
You can't connect to the 4G LTE network on Verizon Wireless
