Yes, you would need a Verizon Sim card which you can get one mailed to you for free or if you go into a corporate store they can give you one there as well.

I know that all Verizon 4G phones come SIM-unlocked straight out of the box. Not sure about AT&T phones though. Just make sure the AT&T iPhone is SIM-unlocked and you should be good to go with the Verizon SIM card batmanfan0302 mentioned.

get a v sim card (inactive sim will do trick from friend or family member or from V store)
